Both hard and soft saddlebags are listed.
The Harley-Davidson Hard Saddlebags came in a couple different types.
The earlier Harley motorcycles used fiberglass bags while the newer motorcycles (I believe 2004 and up) use a composite type material.
This type material lets the bag flex more than the earlier model bags  which were prone to cracking around the mounting holes.  The newer type composite saddle bags will mount the same as the fiberglass saddle bags did.
The side covers also were switched  to the same type composite material the same time the saddlebags were switched
